But without critical amendments to ensure the bill is based in science and independent expert advice, puts communities and workers first and creates true government accountability — the bill will fall flat and kick the can further down the road.

To the Honourable Members of the Environment Committee,

Canada has missed every single one of its emissions targets. Bill C-12 is the critical opportunity to make sure Canada never misses another one. However, as it is currently drafted, the bill will not create true climate accountability. People across the country are relying on you to get Bill C-12 right the first time, so that Canada has a chance at a livable future. I urge you to support the following amendments to strengthen Bill C-12:

- Require the government to take bold action now, based on science and independent expertise.
- Set the first emissions target for 2025, instead of delaying climate action until it’s too late.
- Create true legal accountability for the federal government. Set clear, unconditional obligations on the Minister of Environment to meet Canada’s climate targets.
- Put workers and communities first, no exceptions. Bill C-12 should align with Canada’s commitment to the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP). It should also set targets for job creation to ensure no worker gets left behind as we transition to a sustainable economy.

The Liberal Party of Canada won the 2019 federal election  with a mandate to implement bold climate action. Now is the time to deliver on your commitments and amend Bill C-12 to ensure it is based in science, puts communities and workers first, and creates true government accountability.
