I’m writing to urge that the Canada Disability Benefit be fully funded in the 2024 Budget.

I was pleased to see Bill C-22 pass in June of 2023, but since then it has become clear that — despite widespread support for addressing the disability poverty crisis in Canada — funding dispersal for the Canada Disability Benefit is still many years away.

One in five Canadians – 6.2 million people – live with a physical, developmental or psychiatric disability and 40% of Canadians living in poverty have a disability. That is a huge portion of the population, living in a crisis that is nearly invisible to those not directly affected by it. There was a groundswell of public support behind Bill C-22, and to let that support go unrecognized through inaction would be doing a disservice to the most vulnerable communities in our country.

This benefit can only begin to help address the disability poverty crisis once it is funded. Minister Kamal Khera has stated that it will take at least 18 months for the bill to be implemented, and so far no budget statements have allotted money even to the development of regulations of the benefit.

I urge you to fulfill your commitments to the disability community and to fully fund the Canada Disability Benefit in the 2024 Budget.
